Draft Greek Cabotage Bill bill disappoints cruise Line operators

 
After Greek shipping minister Louka Katseli told the parliament that the lifting of cabotage in the cruise sector will become a reality as its imposition is against European law, it now appears that the  Panhellenic Seamens Federation (PNO) are attempting to circumvent  complying with the European law and place restrictions in the path of overseas cruise lines wishing to operate cruises in Greek waters.

Late Wednesday, the minister met with leaders of the PNO and it emerged that the bill had been considerably watered down. It now appears that in order for non-Greek flag vessels to homeport in Greece, the ships must employ an, as yet, unspecified number of Greek seafarers and that the ships will pay a levy, depending on the number of cruise passengers they are carrying, with the proceeds going to a fund to be established to re-train and re-educate seafafers and find work for unemployed seafarers as well as pay unemployment benefits.

The PNO leadership has let it be known they agree to the reforms ‘on the condition they secure employment for Greek seafarers on non Greek-flagged cruise ships.’

This will mean the draft bill still has to undergo changes in parliament so the repercussions of the pending legislation are certainly very unclear, especially in the light of the fact two of the 14 unions affiliated to the PNO are against the lifting of cabotage in any form, fearing the opening of Greek ports to cruise ships is the thin edge of the wedge and will be followed by the ferry sector, costing Greek seamen their jobs.

Meanwhile, the PNO went ahead with its 24-hour strike on May 31, halting all Greek ferries.
